AI Contract Overview
This contract is a combined synopsis and solicitation issued under FAR Part 12 as a Request for Quotation for non-personal services to provide snow removal and ice mitigation services at the National Weather Service Ohio River Forecast Center in Wilmington, Ohio. The requirement is set aside exclusively for small businesses with a NAICS code of 561730 and a size standard of $9.5M in average annual receipts. The base period of performance runs from the date of award through May 31, 2027, with four optional one-year extensions available through May 31, 2031, bringing the total potential contract duration to five years. Performance is required during the winter months of November through March, and the contractor must supply all personnel, equipment, tools, materials, and supervision necessary to ensure continuous snow and ice removal and complete site cleanup within 12 hours of each event. The award is based on a Lowest Price Technically Acceptable evaluation method, where technical acceptability is assessed first using a “pass/fail” standard, and price determines selection among technically acceptable offers. The Statement of Work, incorporated by reference and tied to U.S. Department of Labor Wage Determination 2015-4769 Revision 32, mandates full compliance with OSHA, federal, state, and local safety standards, as well as mandatory training for all personnel on safety, harassment prevention, and contract-specific protocols. The government strongly recommends a site visit to verify current conditions, and contractors assume full responsibility for any discrepancies or unanticipated site conditions not identified prior to award. All offers must be submitted electronically via email to the contracting officer by 10:00 a.m. MDT on August 7, 2026, and require a current SAM.gov registration with unique entity identifier and CAGE code. Invoices must be processed through the Treasury’s Invoice Processing Platform, and the contract includes clauses related to subcontracting, payment by electronic funds transfer, combating human trafficking, equal opportunity, minimum wage compliance under Executive Order 14026, and security restrictions, with deviations authorized under NAVY/NOAA policy. The incumbent was awarded $18,578.40 for five years, but no current price estimates are disclosed in the solicitation.
