The scope of work includes plowing and sanding for three storm categories based on accumulation: 3 to 6 inches, 6 to 12 inches, and greater than 12 inches. Plowing is required for accumulations of 3 inches or more, primarily during after-hours between 3:30 PM and 8:00 AM, to maintain a minimum access width of 16 feet. Contractors must utilize a 3/4 ton 4WD truck with an 8-foot four-way angling plow and a sander with at least a one-yard capacity, using a sand/salt mixture with a maximum salt content of 20 percent.
