SOA - Engineering Consultant Services

MLING24, Engineering Consultant Services – Standing Offer Agreement Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide “as and when required” the following professional services at the Montreal Garrison and Satellite Sites in Quebec: Engineering services in support of new construction, extension or renovation of buildings, housings, and laboratories. Mechanical and heating, ventilation and air conditioning (HVAC) systems upgrades, including fire suppression systems. Electrical system upgrades including connections for communications and security, instrumentation, and control systems. Petroleum infrastructure upgrades. Demolition as well as construction and upgrade of parking areas, municipal services and site work. Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score. The SOA will be for a period of one (1) year with a maximum estimated value of $ 300,000. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one (1) year periods and increased in the order of $300,000 for each additional period at any time. Call-ups under the SOA are expected to be valued between $ 20,000 and $ 80,000; the maximum value of a call-up under the SOA is $ 100,000. Refer to the RFAP document for additional information. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The selected contractor must, at all times during the performance of the SOA, hold a valid Designated Organization Screening (DOS), issued by the Public Services and Procurement Canada's (PSPC) Contract Security Program (CSP).
