Soccer Field Turf Renovation Projects

The City of Roseville is soliciting proposals for the renovation of natural turf grass sports fields, specifically targeting tall fescue fields to be replaced with a sterile hybrid Rhizomatous Fescue/Bluegrass blend rated highly in the National Turfgrass Evaluation Program for wear tolerance, cold hardiness, high traffic resistance, brown spot immunity, and visual quality. The contractor must perform full demolition of existing turf, remove all spoils, prepare the ground with soil amendments as needed, till and grade to a minimum 1% slope, and install large roll sod. All irrigation systems damaged during work must be repaired, heads adjusted to grade, and the entire system tested to ensure full operational functionality before sod establishment. Proposers are required to submit a detailed project plan, including methods and specifications based on demonstrated past experience with similar projects, along with a per square foot cost estimate. The evaluation is weighted equally between experience and qualifications of the firm and proposed staff (35 points), understanding of the project and proposed plan (35 points), and proposed cost (30 points), with award based on the most advantageous proposal through a trade-off process. All proposals must be submitted by August 6, 2026, via sealed physical package or single PDF under 25 MB to the City Clerk’s office, and must include certifications of non-collusion, contractor licensing, subcontractor disclosures, and adherence to California’s Levine Act disclosure requirements for contributions to city officials. Contractors must carry $1 million general and auto liability, statutory workers’ compensation with CG 20 38 endorsement, provide 100% faithful performance and labor and materials bonds using city-approved forms, and comply with prevailing wage laws for public works. No assignment, subcontracting, or substitution of key personnel is permitted without written city approval. The contract performance period runs from July 1, 2023, to June 30, 2024, with all work to be performed within the City of Roseville. Invoices are to be submitted to the Accounts Payable department with payment terms of Net 30, and all proposals become public records subject to disclosure under the California Public Records Act.
