Sodium Hypochlorite 12%-15% (NaOCL)

The City of Shelton, through its Water Pollution Control Plant, is soliciting bids for the supply of Sodium Hypochlorite (12%–15%) (NaOCl) under solicitation number 2026-34, with a response deadline of June 23, 2026, at 11:00 a.m. The contractor is required to deliver the chemical in bulk via tanker truck equipped with standard cam lock technology to the Shelton Waste Water Treatment Plant, with a minimum delivery volume of 5,000 gallons per shipment and estimated seasonal usage of 15,000 to 20,000 gallons. Pricing must be submitted as a unit price per gallon on an F.O.B. destination basis, and bids must remain valid for at least ninety days. An emergency alternative line item for 1,600 gallons is included, and the contract may be extended for up to three additional one-year terms by mutual agreement. The City intends to award the contract to the lowest responsible bidder based on a combination of fee, experience, and qualifications, and may award to multiple vendors if it serves the City’s interest in cost, availability, and specification compliance. All bidders must submit a complete package including a signed and notarized Non-Collusion Affidavit, current Certificate of Insurance naming the City as an additional insured, applicable licenses, a Bid Proposal Confirmation, and confirmation of review of the City’s Sample Agreement. Insurance requirements mandate Contractor’s Liability, Worker’s Compensation, Employer’s Liability, and Automobile Insurance with a combined single limit of $1,000,000 and rider CA9948 or equivalent, carried by A-rated, admitted carriers, with thirty days’ notice required for any policy changes and products/completed operations coverage maintained for five years. Performance and Payment Bonds are required, with the Performance Bond released upon final acceptance. The contractor must indemnify the City against all claims arising from their work, comply with all federal, state, and local laws including Connecticut General Statutes Section 31-52a regarding labor preferences and Section 49-41a regarding subcontractor payments, and adhere to strict site security protocols including background checks for personnel and prohibitions on firearms and controlled substances.
