SOF Teletraining System (SOFTS)

The Purpose of this Notice is to announce the intent to exercise Option 1, to Contract Number H92222-12-C-0067. The Contract was initially awarded to Progressive Expert Consulting, Inc., on a sole source basis as a FFP; contract for 12 month base period and four 12 month options periods. This Option period will began on 19 September 2015 and end on 18 September 2016. A determination not to compete this contract action was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. This determination is based on the Government's continuing need for services for personnel, labor, and materials to support a Virtual School Platform (VSP), to include integration of the infrastructure, technology, hardware, software, technical support, registration management, student support, security, and administrative services necessary to conduct live, synchronous language and culture training classes over the web. The VSP available 24X7 providing unencumbered access to students world-wide, which also provide virtual classroom monitoring capabilities. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. However, interested parties may submit their interest and capabilities no later than Friday, August 14, 2015 11:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt.
