NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment plans to issue a sole source purchase order to Analysis and Design Application Co. Ltd (CD-adapco) for the renewal of technical support licenses for the STAR-CCM+ software, which is essential for hydrodynamic analysis related to small wind turbine development and deep ocean transponder probes. This software is uniquely capable of advanced computational fluid dynamics modeling and has been extensively used by various Navy laboratories, making it critical for ongoing projects. The contract will be executed under FAR parts 12 and 13 and the authority of the Clinger-Cohen Act, as only CD-adapco offers the specific technical capabilities and support necessary for meeting the government’s timeline and technical requirements. The renewal involves two annual licenses, ensuring access to the latest software updates and technical engineering support to maintain optimum performance for the Navy's unique applications. The government emphasizes that awarding the contract to any other source would cause unacceptable delays and inefficiencies. While this is a notice of intent for a sole source award rather than a competitive solicitation, interested parties can submit information demonstrating their capability by a specified deadline. If no suitable responses are received, the sole source award to CD-adapco will proceed.
