Software, Products Support, Annual Renewal of Software Licenses

North East Independent School District (NEISD) is soliciting proposals for software licenses, online subscriptions, and software support annual renewals under solicitation 70-23 Addendum 6. This is an Extended Response Period bid, meaning the district will make multiple incremental awards to various vendors throughout the offering period based on the best value. The solicitation remains open for responses until September 30, 2028. While the district does not guarantee specific purchase quantities or dollar amounts, it reserves the right to extend resulting contracts for up to four additional one-year terms. Proposals are evaluated based on a trade-off method where purchase price is the primary factor, followed by vendor reputation, quality of goods, and the extent to which the services meet district needs. Other considerations include the vendor's past relationship with the district, HUB compliance, long-term costs, and whether the business is based in or employs at least 500 people in Texas. Vendors must submit their responses electronically via the NEISD e-bidding platform and provide mandatory documentation, including a W-9, Conflict of Interest Questionnaire, HB 1295 Certificate of Interested Parties, and proof of insurance. Strict compliance is required regarding national security and student safety. Vendors are prohibited from using equipment from restricted entities such as Huawei, ZTE, Hikvision, and Dahua, and must certify they are not owned or controlled by restricted nations including China, Russia, Iran, or North Korea. Additionally, any personnel working in close proximity to students must undergo fingerprinting and criminal history checks. Vendors handling student data must execute a formal Data Privacy Agreement. All invoices must reflect NEISD's sales tax-exempt status.
