The contract involves the U.S. Environmental Protection Agency (EPA) Region 4 overseeing soil remediation efforts at the Tower Chemical Site in Lake County, Florida, under the American Recovery and Reinvestment Act (ARRA). The contract specifically addresses additional oversight required due to the discovery of unknown drums and extra contaminated soil, which necessitates deeper excavation and careful handling. Because these new tasks fall within the original scope of work and competing for this oversight would be cost prohibitive, the EPA has decided to extend the existing prime contractor’s role rather than open the work to competition. This modification ensures continuity and efficiency in managing the remediation process, as the current contractor is best positioned to handle the updated site conditions. The task order associated with contract EP-S4-09-02 will be amended to permit continued oversight activities. The work is being administered by the EPA’s Region 4 Contracting Office based in Atlanta, Georgia, with performance taking place in Clermont, Florida. Key contact for this contract is Lynette Rocke, who can be reached via phone or email for further inquiries.

THIS NOTICE IS PROVIDED FOR INFORMATION URPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE PRIME CONTRACTOR UNDER THE RECOVERY, TOWER CHEMICAL SITE CONTRACT NO. EP-S4-09-02. The U.S. Environmental Protection Agency (EPA), Region 4 issued this Contract for oversight of soil remediation at the Tower Chemical Site, located in Lake County, Florida. This requirement is under the American Recovery and Reinvestment Act (ARRA). Due to changes in site conditions as a result of the discovery of unknown drums and additional contaminated soil at the Tower Chemical Site, EPA Region 4 requires additional oversight of the deeper excavation and handling of contaminated soil. Since this work is within the general scope of the original remedial action contract, it would be cost prohibitive to compete this oversight requirement. Therefore it is in the best interest of the Government to allow the current prime contractor to continue oversight operations. This task order will be modified to allow the current contractor to continue oversight activities at the site.
