The City of Carlsbad is seeking proposals from qualified engineering and consulting firms to conduct a solar feasibility study for six city facilities, with an option to include energy storage systems. The study aims to assess the planning requirements, technical feasibility, risk factors, and cost-benefit analysis related to the potential installation of solar photovoltaic (PV) systems at these locations. This in-depth analysis will help the city determine whether to proceed with design, bidding, and construction phases for solar projects. The feasibility study will specifically evaluate solar PV options with or without battery energy storage systems (BESS). Firms responding to this request for qualifications should have proven experience in comprehensive solar PV system services, including planning, design, cost estimation, scheduling, permitting, and operation monitoring. The current proposal request is solely for the feasibility study, with no bid bond required. Should the city decide to move forward after the feasibility study, a subsequent solicitation will be issued for design and construction administration services. The submission deadline for proposals is March 12, 2026, and the point of contact for this solicitation is Janean Hawney from the City of Carlsbad’s Contract Administration Department.

Full Description

Scope: The City of Carlsbad is requesting proposals from qualified engineering/consulting firms to provide a solar feasibility study, with optional energy storage systems, at specific facilities.
The solar feasibility study should identify the required planning, technical feasibility, and related services in connection with the potential development of a solar PV installation at six city facilities. Prior to designing, bidding, and constructing solar at any of the facilities the city requires an in-depth analysis of the technical feasibility of solar PV with, or without, BESS at each location, a risk assessment, and cost-benefit analysis. That information will be used to determine if further steps towards developing solar at the site is warranted.
This RFQ is seeking firms that have demonstrated experience in studying, planning, designing, cost estimating, scheduling, permitting, or system monitoring and maintaining similar complete solar PV systems. This proposal will be for the feasibility study only, should it be determined that the city will move forward, a separate RFQ will be issued for design services and construction administration.
