Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.

Request for Qualifications for Solar, Wind, Battery Storage, Microgrids, and other Clean Energy Technologies
Solicitation # 0000040569
The California Department of General Services is seeking to establish a Qualified Vendors Pool of energy service providers to design, install, operate, and maintain clean-energy systems, including solar, wind, battery storage, and microgrids, on state-owned properties. This initiative utilizes a third-party financing model where selected vendors provide turnkey solutions with no upfront capital requirements from the state. Projects will be governed by long-term Site Lease Agreements and Power Purchase Agreements spanning twenty to twenty-five years, with electricity priced at a fixed rate per kilowatt hour. Qualified vendors will be eligible to bid on subsequent Requests for Proposals for specific installations across a diverse geographic range in California. To qualify for the pool, respondents must pass a comprehensive evaluation on a pass/fail basis, which includes a review of completeness and verification of submitted information. Mandatory requirements include providing evidence of adequate bonding capacity, creditworthiness from recognized rating agencies, and a commitment letter from financing partners. Vendors must hold active California registration and appropriate licensing, such as C-10 Electrical or C-46 Solar licenses, and must comply with the Darfur Contracting Act. Responses, including a Statement of Qualifications and required certifications, must be submitted by December 23, 2026.

Galaxy Solar PV and Storage Project by Galaxy Solar Storage, LLC (Terra-Gen)
Solicitation # PP25404
The Galaxy Solar PV and Storage Project is a large-scale renewable energy initiative led by Galaxy Solar Storage, LLC (Terra-Gen) to develop a 600-megawatt photovoltaic solar facility with up to 4 gigawatt-hours of energy storage capacity on approximately 3,519 acres in southeastern Kern County, California. The project spans 184 privately owned parcels across unincorporated land near Mojave and California City, adjacent to State Route 58, and requires extensive land use modifications including zone changes from A-1 (Limited Agriculture) to A (Exclusive Agriculture) across multiple maps, conditional use permits for solar operations and temporary construction areas, general plan amendments to remove road reservations and reclassify land use designations, and zone variances to accommodate substandard parcel sizes. The project includes the installation of solar panels, inverters, medium-voltage collection lines, transformers, a 230-kV switchyard, an operations and maintenance facility, telecommunications infrastructure, and offsite water storage tanks. A generation-tie line will connect the facility to the existing Windhub Substation, enabling delivery of renewable power to the grid. To facilitate development, multiple vesting tentative parcel maps propose the merger and re-subdivision of 118 parcels into six consolidated parcels totaling over 1,300 acres. Offsite infrastructure requires additional zoning changes and conditional use permits for an off-site switchyard and temporary staging areas. All activities are subject to compliance with Kern County zoning ordinances and environmental review under the California Environmental Quality Act, with public input gathered during a review period ending October 6, 2025. The project aligns with state mandates to achieve 100% carbon-free electricity by 2045 and relies on native revegetation, topsoil restoration, and de-compaction techniques to minimize ecological disruption. No federal contract clauses, pricing data, payment terms, or procurement evaluation criteria are included in the documentation, indicating this is a land use and environmental permitting process rather than a federal acquisition. The primary point of contact is Mark Tolentino of Kern County Planning and Natural Resources Department, with Simon Day of Terra-Gen serving as the developer’s representative.
