The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations, in accordance with 10 U.S.C. 2304 (c )(1) and FAR 6.302-1, and subsequently award a firm-fixed-price contract modification to Science Applications International Corporation (SAIC) 1710 SAIC Drive, McLean VA., 22102 (Cage Code: 6XWA8). This effort is estimated for award in the third quarter of Fiscal Year 2017 with an anticipated period of performance from May 2017 to Sep 2019. SAIC is currently providing a Survivability Upgrade material solution to the Marine Corps System Command Assault Amphibious Vehicle Personnel (P7) variant under Contract, M67854-14-C-0002. The anticipated contract modification is to incorporate the design, prototype build, testing, associated test equipment and support required to incorporate survivability upgrades into the Command and Control (C7) variant of the Assault Amphibious family of vehicles. The Survivability Upgrade C & prototype variants are only available through SAIC who is the sole producer/integrator of the AAV survivability upgrades to the base vehicle platform and maintains ownership over the technical designs. The Marine Corps has determined that engaging in a competitive procurement would cause substantial duplication of cost that would not be recovered through the competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Unless stated herein, no additional information is available. It is the Government's intention to issue the request for proposal directly to the incumbent vendor fifteen calendar days after issuance of this synopsis. Responsible interested parties may submit a written request for the solicitation to the Government point of contact. All information received by the solicitation response date will be considered. However, a determination by the Government not to compete this requirement based upon any responses received is solely within the discretion of the Government. All submissions become Government (USG) property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 336992, Military Armored Vehicle, Tank and Tank Component Manufacturing. This effort was previously posted on FEDBIZOPS as a Special Notice, titled "Notice of Intent to Sole Source - M67854-14-C-0002-P00XXX," on 15 NOV 2016 to which no responses were received. GENERAL INFORMATION: The information provided herein is subject to change and is not binding on the USG. The USG has not made a commitment to procure any of the items discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. All responses to this notice shall be submitted to John Adams at john.l.adams1@usmc.mil. Please reference the announcement number on all correspondence. Telephone calls will not be honored.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
