N00164-16-G-JQ10-0003 - SOLE SOURCE - AC-130J ADVANCED BORESIGHT EQUIPMENT IN SUPPORT OF THE AC130J/W PRECISION STRIKE PACKAGE INTEGRATION - FSG 58/KO - NAICS 334511 Anticipated Issue Date 12 AUG 2016 - Anticipated Closing Date 23 AUG 2016 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JQ10. The BOA was issued to L-3 Communications Integrated Systems L.P. d/b/a L-3 TCS. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JQ10 will remain unchanged. This JO is anticipated to procure engineering services, engineering/logistics analyses, and aircraft modification integration to provide program management, engineering, technical and material support for the design and delivery of an Advanced Boresight Equipment (ABE) System consisting of upgraded Government Furnished Property, adapter kits, boresight accessory kits, fly-away plate installation kits, personality modules, aircraft integration, and data. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 TCS through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 16 SEP 2016.
