Full Description

Notice of Intent to award a Sole Source Procurement. The 434th Contracting Operational Office, Grissom Air Reserve Base, Indiana intends to award a Firm Fixed Price (FFP) sole source contract to Siemens Enterprise Communications, Inc. This requirement is for the contractor to relocate four Siemens positions in addition to the purchase and integrate/install of equipment with the existing equipment in the emergency communications center (ECC) located at Grissom ARB, IN. In order to maintain warranty and supportability for the propriety equipment currently installed any additional equipment/labor must be provided by Siemens. Also, a single source solution is required due to the complex nature, critical time line and seamless integration required to complete this project. Siemens equipment has been certified by the Joint Interoperability Technical center (JITC) to be used in emergency communications centers (ECC). Warranty support for existing and new components is a critical mission element that must be maintained to ensure unencumbered operational support for the ECC mission and customers. Finally, the OEM will not honor support from another system integrator/provider. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements. The North American Industry Classification System (NAICS) Code is 517919 and the size standard is $30M. This notice of intent is not a request for competitive quotes/proposals. A determination not to compete this proposed procurement is solely within the discretion of the Government. The Government does not intend to pay for any information provided under this announcement.
