The National Park Service intends to award a sole source, firm-fixed-price contract valued at $263,400 to Edward J. Fraughton, Inc. for the creation, delivery, and installation of a unique bronze sculpture depicting a native Pueblo Indian scaling a cliff. This piece will be prominently displayed at the new Mesa Verde Visitor Center, serving as the initial visual experience for visitors and symbolizing the cultural heritage of the Ancestral Puebloan people. Due to the artist’s exclusive rights and unique capability to produce this life-sized bronze sculpture—an enlarged version of his original smaller work—the procurement is justified under the authority allowing sole source acquisitions where only one responsible source exists. The contract includes fabrication, storage, and set-up, with completion anticipated around June 2012 in line with the Visitor Center's opening. Extensive market research was conducted by both the National Park Service and the Mesa Verde Foundation, including solicitations to the art community and evaluation of approximately 80 sculpture samples. Despite this outreach, no alternative source could meet the specific design and scale requirements. Pricing was deemed fair and reasonable based on comparison with similar sculptures by the artist in other collections and a discounted price reflecting his connection to the park. The procurement is supported by a formal justification and approval document, outlining the unique nature of the acquisition and plans to maintain open competition in future procurements of this type. The contracting office managing this procurement is located at the Denver Service Center of the Department of the Interior.
