The Internal Revenue Service (IRS) intends to award a sole source purchase order to Sinclair Broadcast Group, 10706 Beaver Dam Road, Hunt Valley, MD 21030 for the lease of antenna site space at the following location: Mount Franklin Location in El Paso, TX A purchase order will be issued for a base period of 12 months plus four 12-month option periods. Due to the uniqueness of this requirement and the geographical location of the tower, no other location is acceptable. This announcement constitutes the only solicitation. A written solicitation will not be issued, and quotes are not being requested. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This service is being solicited and awarded as a commercial item in accordance with FAR Part 12. Justification: This is an agent safety issue. Sinclair Broadcast Group operates the tower that is uniquely located in an area which allows IRS Criminal Investigation (CI) to maintain maximum coverage in the respective city and geographical area. Furthermore, the IRS has already performed detailed propagation studies based on the elevation and placement of the tower that ensures IRS CI gets maximum radio coverage at the location identified above. Any questions regarding this action should be directed to the IRS Primary Point of Contact Cathy S. Collier, cathy.s.collier@irs.gov, 469-801-0775.
