The U.S. Department of Energy's Office of the Chief Information System plans to award a sole source contract to AT&T for a three-year period to provide specialized security services, specifically Malicious Email Filtering (MEF) and Domain Name Services Sinkholing (DNSS). These services incorporate advanced security technologies such as custom algorithms, malware signatures, email filters, DNS blacklists, and other countermeasures designed to enhance cybersecurity protections. The contract will be awarded without competitive bidding under the authority of FAR 6.302-1(a)(2)(ii), meaning the government intends to negotiate solely with AT&T due to the unique nature of the services. This notice serves as an announcement of intent rather than a solicitation for competitive proposals, and no formal solicitation is available. However, interested parties may submit capability statements and pricing information within seven days from the notice publication date, which the government may review to decide whether to open the requirement to competition. Ultimately, the decision to hold a competitive process based on responses received is at the government’s discretion. The contract and associated details are publicly accessible for reference through the federal contracting portal.
