Paint Services in support of the HC-144 Aircraft.
Solicitation # 70Z03827QL0000005
Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt. Quotations must include pricing for the base year and all four option periods to be considered. The closing date for receipt of offers is November 23, 2026, at 4:00 p.m. Eastern Time, with all inquiries due by November 2, 2026.

AI Contract Overview

The Department of Defense, specifically NSWC Crane, intends to award a sole source, firm-fixed price contract to ALKAN, located in Valenton, France, for the procurement of a BRU-65 Ejector Rack Test Bench. This acquisition includes the delivery of the test bench along with necessary training, installation, and warranty support. The government has designated this as a non-commercial acquisition under FAR Part 15, citing that ALKAN is the only responsible source capable of satisfying the requirements due to proprietary technical data and the potential for unacceptable delays and costs if pursued through other sources. The contract specifies a delivery timeline of eight months following the effective date, with inspection and acceptance occurring at the destination. To be eligible for the award, the contractor must be properly registered in the System for Award Management. The procurement process is governed by statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which allows for the restriction of competition when only one source can fulfill the agency's specific needs.

This proposed procurement is for the BRU-65 Ejector Rack Test Bench to include training, installation, and warranty support in accordance with the government statement of work. Solicitation will be issued for an anticipated Firm-Fixed Priced (FFP) contract. Delivery terms are 8 months after effective date of contract with F.O.B at destination. Inspection and acceptance are at destination. This will be a non-commercial acquisition in accordance with FAR Part 15. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one responsible source under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the Government does not own the rights to the technical data package, duplicate cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through another source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair.
