The Department of Agriculture, through the Animal and Plant Health Inspection Service, is issuing a sole source notification for the acquisition of 10 ChapterDx PomePlex 26 kits. This technology is required for the Plant Germplasm Quarantine Program to streamline the screening of 26 viruses and viroids in pome trees, replacing a laborious individual PCR process with a single tube reaction. Each kit provides reagents for 96 individual samples, supporting a project funded by the Plant Protection Act PPA7721 Spending plan for FY26. ChapterDx is identified as the only provider offering a 26 NGS assay compatible with existing laboratory workflows that allows for sequencing in a 96 sample format using minimal sample volumes. This procurement is designated as a Total Small Business Set Aside under NAICS code 541714. The notice is managed by Todd Bierl and closes on September 7, 2026, at 12:00 PM CST.

Sole Source Notification

Acquisition of 10 kits of the ChapterDx PomePlex 26
The Plant Germplasm Quarantine Program routinely screens for a battery of 26 viruses and viroids through individual PCR diagnostics for each of the 26 targets, which is very laborious and time consuming. The ChapterDx PomePlex 26 allows testing all 26 viruses and viroids all at once in a single tube reaction.
This technology will be used as part of the work plan approved for a project awarded by the Plant Protection Act PPA7721 Spending plan FY26 titled “Implementing a largescale assay for simultaneous diagnostic of all pome tree viruses/viroids in certification
programs”. The list of awarded projects can be found at Plant Protection Act Section 7721 Fiscal Year 2026 Spending Plan. Each of the 10 kits requested for purchasing provides enough reagents to conduct diagnostics on 96 individual samples across the 26
targeted plant pathogens.

ChapterDx is the only company that sells a 26 NGS assay ready for sequencing in a 96 sample format with as little as 2ul of samples when followed NGS-based techniques. Our laboratory conducts plant pathogen diagnostics of imported germplasm that are compatible with all our established workflows for accurate diagnostics of plant pathogens using the ChapterDx Pome Plex 26 NGS assay.

The Trusted Partner Program (TPP), under solicitation W911NF-26-R-A009, is a quick-reaction contracting vehicle designed to facilitate rapid Research, Development, Technology, and Evaluation (RDT&E) between the U.S. Army, Joint Warfighter partners, and external academic or non-profit research institutions. The program focuses on sensitive projects across core technical fields including biology, material science, electronics, chemistry, information sciences, and physics, as well as interdisciplinary areas such as applied AI, quantum battlefield dominance, and hypersonics. The government intends to award one or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with a base ordering period of five years and a potential five-year extension. Each awardee will have a total contract ceiling of 400 million dollars. The solicitation is currently on hold pending a review of Army priorities, which may lead to updates in the final Request for Proposals (RFP). Eligibility is restricted to institutes of higher education and non-profit research institutions, requiring CMMC Program Level 2 certification and the ability to handle various security classifications, ranging from Controlled Unclassified Information (CUI+) to Top Secret and Special Access Programs (SAP). Awards will be based on a best-value trade-off process, with technical capability being the most important factor, followed by management, past performance, small business participation, and cost. Proposals must include a specific technical expertise matrix and a video pitch demonstrating secure facilities. All invoicing and payments will be processed through the Wide Area WorkFlow (WAWF) system.
