Solicitation # N0038326QNB29
Solicitation N0038326QNB29, issued by NAVSUP Weapon Systems Support Philadelphia, is a total small business set-aside for the teardown, evaluation, repair, and modification of LC Processors (NSN 7B22-01-522-2097). The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. The contractor is responsible for providing all labor, facilities, and tooling to return units to a Ready For Issue condition, as the government will not provide manufacturing aids. The government will make a single award based on the most advantageous offer, prioritizing past performance over price. Award evaluation includes SPRS risk assessments for item, price, and supplier risk. Contractual terms include a one-year warranty after delivery, FOB Destination shipping, and a 90-day delivery window. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. All work must be performed at the identified facility, and any changes to repair manuals or sources require approval from the Procuring Contracting Officer. AI Contract Overview

The Naval Surface Warfare Center Crane is establishing a five-year unpriced Basic Ordering Agreement for spares, repairs, redesign, modification, and engineering services to support the Common Chassis SIGINT mission sensor. This requirement specifically covers array, CPU cards, and sensor cards, with a maximum total estimated value of 45 million dollars over the five-year period. This is a sole source procurement intended for Aeronix, Inc., the original equipment manufacturer. The government has restricted competition due to a lack of sufficient technical data and the potential for unacceptable delays and duplicative costs associated with first article testing and flight certification if an alternate source were used. The anticipated award was scheduled for the third quarter of fiscal year 2017.

N00164-17-R-JV02 - SOLE SOURCE - COMMON CHASSIS SIGINT MISSION SENSOR SPARES, REPAIRS, REDESIGN, MODIFICATION AND ENGINEERING SERVICES - FSC 5998 - NAICS 334511 Anticipated Issue Date: 10 FEB 2017 - Anticipated Closing Date: 09 MAR 2017 - 2:00 PM EST SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement to award a five-year unpriced Basic Ordering Agreement (BOA) for spares, repairs, redesign, modification and engineering services in support of array, CPU cards and sensor cards used in the Common Chassis SIGINT. Job Orders shall be within scope, issued within ordering period, and be within the maximum total dollar value of approximately $45,000,000 over a five-year period. The proposed unpriced BOA is for the supplies and services for which the Government intends to solicit and negotiate with one source, the OEM, AERONIX, INC., 1775 West Hibiscus Boulevard, Suite 200, Melbourne, FL 3290, under authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)). The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The duplicative cost and delay necessitated are from first article testing, flight certification and stress analysis of the spares within the Common Chassis. Awarding to an alternate source would be a minimum of three (3) years for development, production, system integration and operational test verification. No formal Solicitation will be posted. A draft BOA will be provided to the contractor. The anticipated contract award date is third quarter fiscal seventeen (17). All responsible sources may request a copy of the draft BOA and submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact AERONIX directly. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov. EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
