N0016417GJV04-0002 - SOLE SOURCE - COMMON CHASSIS TECHNICAL SUPPORT - R425 - NAICS 334511 Issue Date: 20 OCT 2017 - Closing Date: 4 NOV 2017 - 2PM EST (EDT) ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of Part Number (P/N) 02695000-100-001, Common Chassis, 5 each (ea); P/N 02694007-150-001, Single Board Computer, 1 ea; P/N 02692000-100-01, RF Downconverter, 4 ea; P/N 02694001-100-001, IF Power Divider, 4 ea; P/N 02694002-100-001, Resolver, 4 ea; support the PMA-290 Maritime Patrol Reconnaissance Aircraft (MPRA). SOLE SOURCE PROCUREMENT- The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source Sierra Nevada Corporation, 444 Salomon Circle, Sparks, NV 89434-9651, under the authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source. This is intended to be the second Job Order under N0016417GJV04. The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The duplicative cost and delay are comprised from the cost to procure, re-tool, reverse engineer, generate acceptance test procedures, perform first article testing, acquire flight certification, underway for sub-surface platforms, and perform stress analysis, which would take a minimum of 3-5 years for development, production, and verification. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
