Full Description

Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with MDR/Dun and Bradstreet on a sole source basis to provide commercial data files for educational institutions, which is used on the NTPS Teacher Listing Forms project. MDR will match the Census provided file for approximately 10,000 U.S. public schools and provide a commercial data file with key information on schools and teachers appended to said file. The vendor provided file will support work the Census Bureau is conducting for another Federal Agency. See attached SOW for more information. The period of performance is a base period of two years, with one (1) 12 month option period. Census believes MDR is the only research group that currently has the highest matching rate for schools and teachers and closest approximation to the teacher list that we collect for NTPS Teacher Listing Forms. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and no contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this notice, a contract may be issued to MDR/D&B without further notice.
