The contract involves the sole source extension of Contract N00039-15-D-0022 with Data Link Solutions, LLC (DLS) by the Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office for Command, Control, Communications, Computers, Intelligence (PEO-C4I), specifically the Command and Control Program Office (PMW 150). This extension allows for the continued purchase of Multi-Functional Information Distribution Systems On Ship (MOS) Lot 4 systems for shipboard use, excluding Link 16 antennas and MIDS LVT 4 terminals. DLS is the exclusive developer and manufacturer of the MOS Lot 4 systems and operates the only production line for these systems, supporting the justification for the sole source contract extension. The extension will increase the ordering period by approximately 24 months, raise the contract ceiling, and expand the quantity available for procurement by around 11 additional MOS Lot 4 systems. Additionally, it authorizes the acquisition of spare parts, as well as engineering, logistics services, and related direct costs. This contract action is being processed under the authority of 10 U.S.C 2304 (c)(1) and FAR part 6.302-1(a)(2) as a justified sole source procurement due to the unique capabilities and expertise of Data Link Solutions, LLC. Interested parties are invited to submit responses within 15 days after the synopsis issuance, but responses will not be considered offers nor bind the government to any procurement. The government seeks these responses solely to determine whether to pursue competition and is not requesting marketing materials or additional information. Any submissions beyond the requested content will not be considered, and no compensation will be provided for responses. This procurement supports the Navy’s continued enhancement and sustainment of its advanced tactical data link systems onboard naval vessels.
