The Naval Sea Systems Command (NAVSEA) intends to award blanket purchase agreements (BPAs) to the Virginia Department of Transportation (VDOT) and the Maryland Transportation Authority (MDTA), using other than full and open competition pursuant to 10 U.S.C. 2304 (c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The anticipated BPAs will provide the six E-ZPass accounts and twenty transponders needed in order to support the local transportation requirements of NAVSEA HQ and the following five NAVSEA activities: Naval Ordnance Safety and Security Activity (NOSSA), Surface Maintenance Engineering Planning Program (SURFMEPP), SCSC-Wallops Island, AEGIS Technical Representative (AEGIS TECHREP), and Radiological Affairs Support Office (RASO). These six NAVSEA activities require E-ZPass accounts and transponders for mission requirements that routinely require local transportation across toll lanes and bridges along the east coast of the United States while in a non-travel status. All transponders will have HOV/Flex option in order to take advantage of lowest cost to the government. The ordering period for both BPAs will cover fiscal years (FY) 2021 - 2025. USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) Request for Proposal(s)
Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. Proposals must be submitted via the PIEE Solicitation Module by November 9, 2026, divided into a Price Volume and a Technical Volume. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.
