Permit No. 20098– Authorize Existing Poles 5/91 and 5/90The Central Valley Flood Protection Board has authorized the continued operation and maintenance of two existing 60kV electric transmission poles, designated 5/91 and 5/90, located along the Weber-Mormon Junction line that was built in 1953 and crosses Mormon Slough near Stockton, California. These poles are situated on the landside of the slough and represent infrastructure established prior to the adoption of the 1967 Operation and Maintenance Manual for the Mormon Slough Project, meaning their presence does not comply with subsequently established flood control guidelines. The authorization is granted under a categorical exemption under Title 14, Section 15301 of the California Code of Regulations, which permits the operation, repair, and minor alteration of existing facilities without triggering formal environmental review. No new construction, expansion of use, or physical changes to the poles or their foundations are allowed or proposed; the permit solely confirms regulatory approval for their ongoing presence and maintenance. The activity is administrative and environmental in nature, not a procurement, and no contract value, payment terms, delivery schedule, or pricing data are associated with this authorization. Pacific Gas and Electric Company is the applicant and responsible entity for maintaining the poles and ensuring compliance with state environmental and flood control frameworks. The Central Valley Flood Protection Board, acting as the approving authority, is responsible for formal acceptance of the authorization based on compliance with the CEQA Class 1 exemption criteria. Key contact points include Senior Environmental Scientist Angela Nguyen-Tan and Executive Officer Chris Lief from the Board, along with Craig Geldard from PG&E as the project representative. No federal acquisition regulations apply to this action, as it is a state-level environmental permitting decision under California law, and no traditional contract clauses, evaluation factors, or procurement logistics such as invoicing methods, accounting codes, or COR/COTR assignments are present. The project site spans two specific addresses in Stockton—Pole 5/91 at 7550 E Main Street and Pole 5/90 at 8025 Farmington Road—with inspection and acceptance occurring at the location. The posted date is July 16, 2026, with a signature date of July 14, 2026, indicating the authorization was finalized prior to public posting. There are no attachments, no mandatory representations from the applicant, and no special contractual requirements beyond adherence to the CEQA exemption and existing infrastructure limitations.

DOR no. 1935-23, CUP No. 18-12, DA No. 33-23
Solicitation # CUP No. 1128-23
The City of Carson is advancing a 100-megawatt Battery Energy Storage System (BESS) project on a 3-acre site at 18800 Broadway Avenue in Carson, California, designed to enhance grid reliability by storing energy from the Southern California Edison (SCE) transmission system and discharging it back to the SCE Nola Substation during periods of high demand. The facility will utilize lithium-ion batteries housed in modular outdoor enclosures and will transmit power via an underground 66-kilovolt generation transmission line, operating continuously 24 hours a day, 365 days a year to support peak load management and grid resilience. The project qualifies for a categorical exemption under the California Environmental Quality Act (CEQA) Section 15332 as an infill development in an already urbanized industrial area with no significant environmental impacts anticipated, and a Notice of Exemption has been filed. Project identifiers include DOR No. 1935-23, CUP No. 18-12, and DA No. 33-23, with the lead agency contact being Kaneca Pompey, Senior Planner, and permitting coordination handled by Jessica Mowry of VESI 27, LLC, the project developer. The solicitation was posted on June 4, 2026, and proposals were due by June 5, 2020, submitted electronically through the CEQAnet portal with no federal acquisition regulation (FAR) clauses, contract value, pricing, inspection criteria, or federal accounting codes specified in the available documentation. The project’s procurement structure reflects a localized infrastructure initiative governed primarily by state environmental compliance and municipal permitting protocols rather than federal contracting frameworks.
