Full Description

The Uniformed Services University of the Health Sciences (USU), located on the Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD, intends to negotiate on a sole source basis a five-year blanket purchase agreement (BPA) with Harlan Laboratories in Indianapolis, IN, for feed and bedding supplies for laboratory animal research conducted at USU and the Armed Forces Radiobiology Research Institute (AFRRI) in Bethesda, MD. This requirement will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Subpart 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. FAR Subpart 13.500(a) General (a) This subpart authorizes, as a test program, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $6.5 million ($12 million for acquisitions as described in 13.500(e)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. The type of research being conducted on laboratory animals includes: molecular biology, neurobiology, neuropsychology, and infectious disease. Harlan Laboratories currently provides specific animal feed and bedding, which have a predictable quality control and influence on the outcome of research. Changing vendors would add uncertain variability into experimental animal conditions which could have a detrimental effect on the outcome of research. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
