Next Generation Mounted Family of Computer Systems (MFoCS) Request for Information (RFI)The U.S. Army is conducting market research through a Request for Information (RFI) to gather industry feedback on Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) suitable for the next generation of the Mounted Family of Computer Systems (MFoCS). MFoCS systems have been deployed in over 100,000 Army vehicles and tactical operation centers over two decades, providing ruggedized, cyber-hardened computing and display solutions for ground combat vehicles and command posts. This effort seeks to identify modular, high-performance computer systems that incorporate next-generation processing, multi-touch displays, expanded memory, and enhanced storage, aiming to consolidate various warfighting applications onto a single hardware platform. It is important to note that this RFI is solely for informational and planning purposes; it does not constitute a solicitation or a commitment to procure and no proposals will be accepted. Interested parties are requested to submit detailed responses by June 30, 2026, including company information, product capabilities, compliance with military environmental and cybersecurity standards, and technical specifications such as computing power, memory, GPS capabilities, and security features. Respondents must clarify whether their solutions are COTS or NDIs, address supply chain considerations, and demonstrate compliance with Army-specific environmental and quality control requirements, as well as cybersecurity standards. Access to certain classified technical documents is restricted and requires specific clearances. Submitters should include details on product availability, production capacity, costs, and maintenance interfaces, with all cost considerations described for single and bulk quantities. Questions about the RFI must be submitted in writing by June 18, 2026, with responses posted on the public government portal. All submissions become government property and are to be sent electronically to designated Army contracting officers.

The Naval Undersea Warfare Center Division Newport plans to issue a firm fixed price purchase order on a sole source basis to Crystal Group for specific hardware items. This procurement is not open to competition, as the Government’s current platform infrastructure is solely manufactured by Crystal Group, the original equipment manufacturer. The hardware must be sourced from Crystal Group to ensure compatibility and ruggedization necessary for the platform's operating conditions. Alternative suppliers or substitutions are not considered feasible because they would require extensive redesign, engineering, new manufacturing processes, and rigorous qualification testing, which would cause significant cost increases and schedule delays. This solicitation, identified by RFQ number N6660426Q0314, was posted on May 14, 2026, with a response deadline the following day. The contract falls under NAICS code 334111 and is managed by the Department of Defense office located in Newport, Rhode Island. Amy Prisco is the primary contact for this requirement. This sole source procurement asserts that Crystal Group is uniquely qualified to meet the Government’s specifications, and any quotes received will only inform potential future competitive procurements rather than affect the current planned award.

------------------------------------------------------------------------------------------------

(RFQ) Number is N6660426Q0314

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following Crystal Group items on a BRAND NAME ONLY BASIS, AUTHORIZED RESELLERS ONLY, no substitutions allowed.

The Government’s existing platform infrastructure is manufactured by Crystal Group, the original equipment manufacturer (OEM), which necessitates that the required hardware must also be acquired from Crystal Group. Without the essential ruggedization process Crystal Group provides, the new hardware would not be compatible with existing and would not be compatible with various conditions the platform is subjected to. Utilizing different hardware is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform. This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, Crystal Group is the only source capable of meeting this requirement.

This requirement is being solicited on a 100% SMALL BUSINESS SET ASIDE basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 334111: Electronic Computer Manufacturing. The Small Business Size Standard is 1,250 employees. The Product Service Code (PSC) is 7B22: IT and Telecom - Computer: Servers (hardware and perpetual license software).
