The U.S. Army Research, Development and Engineering Command (RDEC) at Natick, through its Contracting Division, plans to negotiate and award a sole source purchase order to Wilcox Industries Corporation for the fabrication of 10 stereolithography prototypes and 10 commercial off-the-shelf helmets. These helmets will utilize the current Coxswains Helmet integrated systems, including Night Vision Goggles (NVGs), to evaluate new design improvements targeted at enhancing the existing Coxswain Helmet. Wilcox Industries is uniquely qualified as the only active integrator of the NVG system currently employed, which is closely tied to the helmet's geometry. This exclusivity justifies the sole source procurement because competing would require redundant testing and qualification efforts. The contract emphasizes that any new helmet design must maintain compatibility with the existing geometry to ensure integration with the NVG system. Should this development lead to the need for production-level quantities, a full and open solicitation could follow. The contract maintains strict timelines, with the notice expiring in January 2004, and directs any inquiries to the designated point of contact at the Natick Contracting Division.
