N0016419SNC01 - SOLE SOURCE - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - TRITON HIGH-DEFINITION (HD) MULTI-SPECTRAL TARGETING (MTS) ELECTRO-OPTIC INFRARED (EO/IR) SYSTEMS - FSC/PSC 5855 - NAICS 334511 Issue Date: 7 June 2019 - Closing Date: 21 June 2019 - 2:00 PM EDT The Government is issuing this RFI/Sources Sought announcement as part of market research for the procurement of Triton HD MTS EO/IR AN/DAS Systems in support of the MQ-4C Triton Program. This procurement will include Low Rate Initial Production units, Full Rate Production units and an Option for Spares in support of various end users. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a Sole Source contract to Raytheon Company in McKinney, Texas, under the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through another source. The Government is seeking information from companies mitigating the Sole Source basis listed above and possess the capabilities and facilities to produce AN/DAS systems. Responses should include historical evidence of performing production, qualification and testing for the AN/DAS hardware and software. Responses should also include availability, budgetary cost estimates, and lead times. All interested parties are encouraged to submit company and product literature, a white paper no longer than five (5) pages, and/or other pertinent information. Other information may include items such as a description with performance parameters and a statement of current availability, summary of prior production, a budgetary estimate of production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a Sole Source basis, and/or identify other Government contracts with similar efforts for the Government's consideration.
