AI Contract Overview

The government intends to award a sole-source contract for a subscription service that offers unlimited mass email distribution to an unlimited number of subscribers on the navy.mil website, facilitating the dissemination of public information such as Navy News, Breaking News, and Top Stories. Due to the high volume of electronic traffic, distribution through internal Navy or Department of Defense systems is not allowed. The contract will be awarded without competition under FAR 13.106-1(b)(1), but interested parties may express their interest and capability within three days from the notice date. The government will use any responses solely to decide whether to pursue a competitive procurement. FedResults is identified as the only capable service provider for this requirement, and switching to another service could cause a significant interruption of three to four months due to the time-intensive process of establishing a new subscriber database. The contract falls under the North American Industry Classification System code 518210 and is designated under solicitation number N00189140160H. All responses must be submitted via email to the designated point of contact within the specified timeframe. The government reserves full discretion over the decision to compete the procurement and has explicitly stated that this notice should not be interpreted as a request for competitive proposals. This contract is critical to support the Chief of Information’s efforts to distribute high volumes of public Navy-related content efficiently and without disruption.

Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a subscription service that provides unlimited mass e-mail distribution to an unlimited number of subscribers on the www.navy.mil website. The services available under this requirement provided the means for CHINFO’s distribution of a very large volume of public information products, including Navy News, Breaking News, and Top Stories posted to navy.mil. Distribution through any organic Navy or DoD system is prohibited due to the volume of electronic traffic. FedResults is considered the only source that can provide this service. If any other service were selected as an alternative to this service, an interruption of three to four months is estimated if major personnel resources are made available to re-process the establishment of a new subscriber database. The applicable North American Industry Classification Systems code is 518210. All responses may be emailed to Joseph Haviland at contact@example.gov and reference number N00189140160H.
