AI Contract Overview
The Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA) Pacific Marine Environmental Laboratory (PMEL) plans to negotiate a sole source contract with Teledyne RD Instruments, based in Poway, California, for the procurement of two Acoustic Doppler Current Profilers (ADCPs): one WHPS300 Workhorse Proteus and one WHSII600 Workhorse II model, along with related accessories. This procurement is being conducted under the authority of FAR 6.103-1 due to the unique compatibility requirements with existing systems and equipment. Teledyne is identified as the sole provider within the United States capable of supplying these specific ADCPs, which must align precisely in form, fit, and function with NOAA's current deployment hardware, telemetry systems, and data processing workflows. Maintaining instrumentation consistency is crucial to preserve the integrity of NOAA’s long-term climate and fisheries datasets, reduce integration risks, avoid additional costs for software or personnel retraining, and ensure uninterrupted data collection. This presolicitation notice is not a call for competitive proposals, but firms that believe they can meet the government’s requirements may submit documentation within 15 days to be considered for potential competition. However, the government retains sole discretion to proceed without competition. The contract anticipates delivery within 90 days from award, and all communication regarding this procurement must be written, directed to the identified point of contact, Weiming Tan. The associated NAICS code for the procurement is 334511, reflecting the manufacturing sector relevant to the required instrumentation.
