Sole Source to ANSYS for EMIT Software Maintenance and Support

This solicitation is a sole source acquisition notice for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to issue a GSA delivery order for open market items under GSA contract GS-35F-0639N. Kennedy Space Center (KSC) has a requirement for EMIT and Savant Software Maintenance and Support (see redacted Sole Source Justification). Any license agreement the contractor proposes to be accepted by the Government must comply with NASA Far Supplement 1812.470 Unacceptable Commercial Items Terms and Conditions. This notice is being issued as a Sole Source Request for Quotation to Ansys, Canonsburg, for EMIT and Savant Software Maintenance and Support as follows. Period of Performance is 4/08/2016 - 6/30/2017 and the quantity for all line items is One (1) Each. Item # Description 1 ANSYS Emit TECS(technical support) 2 ANSYS Savant TECS 3 ANSYS Savant TECS 4 ANSYS Savant HPC (High Performance Computing) 5 ANSYS HPC TECS Quotations are due no later than 12:00 PM EST on March 22, 2016. All questions must be addressed in writing via email to joshua.giraud@nasa.gov by COB March 18, 2016 Delivery is required to KSC (zip code 32899) by the stated POP. Interested organizations may submit their written quotation and written detailed capabilities/qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM EST on March 18, 2016. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Quotation must reflect that the period of performance (4/08/2016 - 6/30/2017) can be met. Quotations will be evaluated on technical acceptability and overall lowest cost. It is critical that offerors provide adequate product and delivery detail to allow evaluation of the offer. (SEE FAR 52.212-1(b)).
