The Naval Supply Systems Command Fleet Logistics Center Norfolk is procuring exclusive event hosting services from the New York Yacht Club on a sole-source basis under FAR 6.302-1, as it is the only responsible source capable of meeting the unique requirements for hosting high-level diplomatic events during the International Naval Review 250. The contract, identified by solicitation number N0018926QL157, will be awarded on a firm-fixed-price basis with an estimated value of $54,000 and a period of performance from July 2 to July 7, 2026. The New York Yacht Club, located at 37 West 44th Street, New York, NY 10036, is selected due to its unparalleled historical significance, secure NCIS-vetted facilities, established maritime heritage, and proven ability to support U.S. Navy diplomatic engagements with over 130 international naval representatives. The scope includes hosting ten or more events featuring full catering, pre-approved limited alcohol service, professional staffing, and logistical coordination in designated club spaces such as the Model Room, Ward Room, and After Guard Room, with menus requiring prior government approval and guest counts adjustable up to five days in advance. No competitive solicitation is anticipated, and this action is justified under FAR 12.102(a) as a commercial item acquisition, with the NAICS code 531120 applied under a $25.5 million size standard. The United States Navy, through the Commander Naval Operations, retains full oversight via designated Government Representatives CDR Michael Stampfler and CDR Marcus Cline, who are authorized to approve menus, alcohol service, and cancellations, with the ability to cancel events without penalty upon ten days’ written notice. The New York Yacht Club must adhere to commercial best practices for elite venues, implement temporary spatial arrangements as needed, and ensure the highest level of operational security and discretion, with no subcontracting allowed and no option for contract renewal. All responses must be submitted by June 1, 2026, to Jill Joscelyn, who serves as the primary point of contact, and no formal evaluation factors, CLINs, or detailed pricing breakdowns are provided beyond the total estimated value.
