This procurement is sole source for the following reasons. The Naval Surface Warfare Center Panama City Division (NSWC PCD) Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computers and Navigation (C4N) project requires the purchase of 1 (Qty) DNR SoloX / i.MX6 CPU Module [UEI-CAMS Power PC Processor], 1 (Qty) Secure Linux Toolkit for ARM-SOLOX CP Annual Subscription, and 1 (Qty) UEI Security Automation Tool Level 1 Annual Subscription Licenses to provide support and direction for the development of the LCAC Command, Control, Communication, Computers, and Navigation (C4N) System Baseline Configuration 5 (SBC5) to extend the service life of LCAC 01-class craft to 2041.


It includes labor to perform requirements and design efforts, software licensing in support of, and expected material costs. Objective: 1) Perform the Analysis of Alternatives (AoA) for the LCAC C4N System Baseline Configuration 5 (SBC5). NSWC PCD is the design authority for the Landing Craft Air Cushion (LCAC) 100 Class, Command, Control, Communications, Computers, and Navigation (C4N) System. This procurement is not suitable for full and open competition. These CAMS units were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N System Baseline Configuration product specification during the product’s initial prototyping and evaluation phase. The processor unit is required to retrofit an existing UEI CAMS unit belonging to NSWC PCD and needs to be provided as GFE to the vendor. United Electronic Industries (UEI) is the original equipment manufacturer and the only source for these CAMS Units.


As the original equipment manufacturer, United Electronic Industries (UEI) is the only company with in-house resident knowledge that has the in-house resident knowledge and rights to provide the UEI-CAMs processor as well as the required software subscriptions for proper operation and security of the CAMS unit. This purchase is necessary in order to provide support and direction for the development of the LCAC Command, Control, Communication, Computers, and Navigation (C4N) System Baseline Configuration 5 (SBC5) to extend the service life of LCAC 01-class craft to 2041. Without this purchase the following efforts would be hindered: 1) LCAC C4N requirements review. 2) Analysis and selection of materials to support SBC5 development. 3) Analysis and definition of software changes to support SBC5 development. 4) Briefing of Analysis of Alternatives (AoA). Therefore, United Electronic Industries (UEI) is the only source that can meet this requirement.
