The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office, Eastern Acquisition Division-Kansas City intends to negotiate and award a purchase order, on a sole source basis, under authority of RFO FAR 6.103-1, with small business entity Duncan-Parnell, Inc. for ten (10) Trimble R980 Real-Time Receiver Systems for the NOS National Geodetic Survey Division in Silver Spring, MD.


Sole Source Justification:


The sole source determination is based on NOAA’s Sole Source Justification. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Duncan-Parnell, Inc. is the only small business entity Authorized Reseller for Trimble, Inc. for the state of Virginia. Trimble has contractual agreements with all Geospatial Partners to sell in a specific geographic territory for the purpose of local support for customers. Trimble Geospatial Partners are strategically located throughout the United States and sell in designated territories in which they are responsible for the sale, service, support and training of Geospatial Solutions. 


NOAA’s NGS has been using Trimble equipment (Real-time, Static, total station and permanent stations) for more than a decade. The supplementary hardware (bracements, rods, and tripods) and software (for ingestion, processing and analysis) are designed for Trimble equipment. Although there are other manufacturers of Real-Time geodetic receivers in Europe and Asia, Trimble Inc., a global technology company headquartered in Westminster, Colorado, specializing in GNSS (Global Navigation Satellite System) receivers, systems, hardware, software, and correction services for surveying, construction, agriculture, and transportation. Once the receivers are delivered to the field crews, they can start planning and operating immediately. Market research did not identify other Real-Time receivers that meet the accuracy needs and are manufactured within the United States.


This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government’s requirements may submit substantiating documentation or a request for additional information in writing to the (Contract Specialist) within 15 days after publication of this presolicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely
within the discretion of the government. Oral communications are not acceptable in response to this pre-solicitation notice.
