The contract solicits 47 electrical solenoids with National Stock Number 5945-00-400-8297 under solicitation SPE7M5-26-T-337M, issued by the Defense Logistics Agency’s Active Devices Division for delivery to Cherry Point, North Carolina. The requirement is structured as a total small business set-aside under NAICS code 333612, with award expected to follow a lowest price technically acceptable approach, prioritizing price and socioeconomic eligibility including HUBZone, 8(a), WOSB, and SDVOSB status. Delivery is due within 219 days after the delivery order, with FOB origin pricing required, though inspection and acceptance occur at the destination. Packaging and marking must strictly adhere to MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling, barcoding, and Unique Item Identifier application, with special marking code ZZ indicating potential customer-specific requirements. The solenoids may involve technical data subject to ITAR or EAR export controls, restricting disclosure to foreign persons, even within the U.S., and require contractor compliance with DLA’s Joint Certification Program, completion of export control training, and approval to access controlled data under DFARS 252.225-7048. Commercial invoicing must be submitted exclusively via Wide Area WorkFlow, and cybersecurity compliance is mandated through NIST SP 800-171 and safeguarding requirements for covered defense information. Hazardous materials must be labeled per OSHA’s Hazard Communication Standard, unless exempted under specific federal statutes, and potential safety issues must be reported immediately. Contractors must affirm their small business size status and provide UEI and CAGE codes if supplying covered defense telecommunications equipment or services, with no prohibited vendors permitted. The contract includes provisions for accelerated payments to small business subcontractors, prohibitions on unauthorized obligations, and clauses ensuring employment eligibility verification, anti-trafficking compliance, and sustainable product considerations. Payment details, contract value, and specific line-item pricing are not disclosed, but historical unit costs suggest a non-trivial value per unit. The point of contact for procurement is Lea Dawn Robertson at the DLA Land and Maritime office, with no designated COTR named.
