This firm-fixed-price contract aims to engage the lowest priced, fully responsive, and responsible offeror by May 19, 2026. The solicitation emphasizes strict compliance with all terms and conditions, warning that proposals with exceptions or additional conditions will be deemed ineligible. A mandatory site visit is scheduled for May 5, 2026, at the project location, with participant registration required by May 4. Offerors must submit a completed Statement of Interest and Responsibility (SIR), technical approach, organizational experience questionnaire, key personnel list, safety and security plan, and a fully executed bid bond, all per the solicitation requirements. Evaluation will focus on responsiveness, responsibility, and technical acceptability as outlined in Section M of the solicitation. Recent amendments include an extension of the SIR submission deadline to June 30, 2026, and the incorporation of new interim clauses related to small business subcontracting and construction changes. Additionally, bid, performance, and payment bond forms have been added as attachments to facilitate bonding requirements. Earlier updates added clauses addressing diversity, equity, and inclusion discrimination compliance, as well as key attachments such as the organizational experience form and a geotechnical report for informational purposes. Questions concerning the project must be submitted in writing by a specified deadline to ensure timely responses. The FAA reserves the right to cancel the solicitation at any time, with no guarantee of bid evaluation if proposals fail to meet all stipulated criteria.
