Full Description
Per UFC 3-601-02, fire detection and suppression systems require annual inspections. Buildings 1922 and 1923 at the 297th Combat Airfield Operations Squadron in Kalaeloa, Buildings 301, 302, and 303 at the 292nd CBCS on Maui (75 Kuleana St. Kahului, HI 96732), and Buildings 701, 702, 703, 704, and 705 at the Hawaii Air National Guard, Keaukaha ANG station, in Hilo are overdue and need to be inspected. However, several fire alarm items/systems in each building need to be repaired before testing. The repairs and inspections/tests shall be performed following all fire codes and regulations, including the requirements stated in the attached Performance Work Statement.
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Price, Work Experience, and Technical Capability when combined work experience and technical capability is equal to price.

The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)]. An offeror which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable.
Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. No contract award will be made until appropriated funds are made available.
