The contract under solicitation number FY20-02, issued by the Naval Undersea Warfare Center (NUWC) Division Newport, utilizes the Other Transaction Authority (OTA) to pursue prototype projects relevant to enhancing military effectiveness in undersea and maritime environments. This approach bypasses traditional Federal Acquisition Regulation procedures to enable quicker, more flexible partnerships with non-traditional defense contractors and innovators from commercial and academic sectors. The objective is to leverage emerging technologies to address current and future security threats, reduce development cycles, and improve cost-efficiency and capability insertion. The solicitation covers multiple topics, including development of passive environmental sensing for unmanned surface vessels, rapid attack weapons, warhead electronics upgrades, mine countermeasures, hydrographic surveying technology, and advanced software supported by AI/ML. Participation requires membership in the Undersea Technology Innovation Consortium (UTIC), a cooperative network of industry, non-profit, and academic organizations focused on maritime technology development. A successful prototype under this OTA may lead to a follow-on production contract awarded without competition, streamlining deployment of mature technologies to support national defense undersea missions.

Background The Other Transaction Authority (OTA), 10 U.S.C. - 2371b, allows the Department of Defense (DoD) to "carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components or materials proposed to be carried out by the DoD, or to improvement of platforms, systems, components, or materials in use by the armed forces." Constant innovation and rapid technology advances are occurring throughout the world. Partnerships with commercial industry, the civil maritime sector, and others will be used to leverage these approaches and increase flexibility and agility, reduce cost, improve technology and capability insertion, and decrease program development cycles. The OTA offers an alternative to Federal Acquisition Regulation (FAR)?based acquisitions, allowing for access to participation by non-traditional defense contractors with innovative solutions that may not normally desire to participate in government procurement. Requirement NUWC requires innovative technological solutions to address current and future security threats in the undersea and maritime environment. NUWC is soliciting for the following topics under agreement N66604-18-9-0001.
