Solicitation_Pest Control Services-Ute Mountain Ute Service Unit

This contract solicits pest control services for the Main Clinic and North Campus Clinic located in Towaoc, Colorado, under a combined synopsis and solicitation issued as a Request for Quotation (RFQ) with the number 75H70726Q00083. The acquisition is a total Indian Small Business Economic Enterprise (ISBEE) set-aside under the Buy Indian Act, requiring offerors to be both small business concerns and Indian Economic Enterprises as defined by HHSAR Subpart 326.6, with self-certification via the IHS IEE Representation Form. If insufficient qualified offers are received, the set-aside may cascade to other small business concerns. Services include monthly interior and exterior pest treatments for insects and rodents, emergency call-back responses, documentation of findings, proper disposal of hazardous materials, and strict adherence to environmental, safety, and HIPAA regulations. All work must occur without disrupting clinic operations, using only approved chemicals that require prior authorization from the Environment of Care Committee, and no chemical storage is permitted on government premises. The contract is firm-fixed-price with a base period and up to four option years, extending performance through 2031, for a total potential duration of five years and six months. Pricing is not provided and must be submitted by offerors in Volume I, alongside Technical (Volume II), Past Performance (Volume III), and Administrative (Volume IV) documentation. Evaluation is based on a best-value tradeoff process where technical capability and past performance, including compliance with SDS requirements and healthcare environment standards, are more important than price, and the award will not be made on a lowest-price technically acceptable basis. Performance will be monitored and evaluated through CPARS, and the Contracting Officer’s Representative at the clinics will conduct on-site inspections. Invoices must be submitted electronically via the Integrated Payment Portal, and compliance with SAM registration, UEI accuracy, and insurance requirements is mandatory.
