The City of Seattle seeks a pool of qualified Vendors to manage, process, transport, and properly dispose of a wide range of nonhazardous waste streams generated by City departments and City Contractors. Services will be provided on an as-needed basis and include receiving, sorting, treating, beneficially reusing, or disposing of materials such as street maintenance debris, hydroexcavation waste, contaminated rubble, soils, organics, treated wood, sewer solids, oily water, and drinking water treatment residuals. Work may involve container rental, transportation, facility operations, waste acceptance, documentation, and compliance with all applicable federal, state, and local environmental and safety regulations. Vendors will support City operations across Seattle and statewide project locations, ensuring timely, compliant, and efficient handling of diverse waste streams delivered by various vehicle types and City crews. The City has previously held contracts for Solid and Liquid Waste Disposal for several years. The current contracts are with Waste Management (contract 3700) and Ventilation Power Cleaning (contract 3758), which resulted from ITB SPU-3700 in 2017. The City intends to close these contracts when new contracts are established by this solicitation. Average annual usage is $3,050,000 for both contracts combined. The average orders are $6,000 with some orders as high as $20,000. The primary users of these contracts were Seattle Public Utilities (SPU), Seattle Department of Transportation (SDOT), and Seattle City Light (SCL), but resulting contracts may be used by any City department. This solicitation is a separate solicitation from RFP SU0-26-002-A for Solid Waste Transportation and Disposal Services.

Roadway Construction Materials and Debris Disposal
Solicitation # ITB# TR0-6850
Invitation to Bid TR0-6850 is a solicitation by the City of Seattle to expand its existing vendor pool for roadway construction materials and debris disposal. The procurement is divided into two primary scopes: Scope 1 covers roadway construction materials, asphalt materials, and debris disposal, while Scope 2 covers cementitious materials, including ready mix and hauling services. Primary users of these contracts include the Parks Department, Seattle City Light, Seattle Public Utilities, and the Seattle Transportation Department. Based on 2025 data, the total estimated usage for these scopes is approximately 6.2 million dollars, though the City does not guarantee specific usage volumes. The contract is structured as a pool agreement for a one-year term with six optional one-year extensions and includes a ninety-day trial period for new awards. A mandatory 3% annual rebate on total spend is required from successful vendors, which also applies to Interlocal Agreement Sales. Bids are evaluated by individual line item to determine the lowest responsive and responsible vendor, with considerations for prompt payment discounts and local business tax revenue. Vendors must comply with the City of Seattle Standard Specifications for Road, Bridge, and Municipal Construction, as well as various state and local regulations regarding hazardous waste and non-discrimination. Key operational requirements include a five-business-day response and delivery time for most orders, with same-day response required for frequently ordered items. Vendors delivering cementitious materials must certify that employees hold a Class A or B CDL with Air Brake Endorsement. The City maintains strict quality control, reserving the right to test materials and reject any that are unsuitable. Administrative requirements include adherence to Washington state law, specific insurance mandates naming the City as an additional insured, and the submission of prevailing wage certifications where applicable. Sealed electronic bids are due by November 9, 2026.
