Solid waste removal services for Mashpee Service Unit

This contract is a 100% set-aside for Indian Small Business Economic Enterprise (ISBEE) entities under the Department of Health and Human Services, specifically for the Mashpee Wampanoag Health Service Unit in Mashpee, Massachusetts. The solicitation seeks solid waste removal services for a family clinic with no specialty services, meaning the waste generated is limited to common household trash, packaging, cardboard, and plastics—all classified as non-hazardous and non-medical. No toxic or hazardous medical waste is included in this scope; such materials are handled separately under other arrangements. The contractor must provide two clearly labeled containers for solid waste and recyclables, and perform weekly pickups for both streams, with flexibility to adjust frequency based on volume or request special pickups as needed. All operations must occur Monday through Friday between 8:00 AM and 4:30 PM, excluding federal holidays, and any missed pickups due to inclement weather must be completed within two days. The service must comply with federal, state, tribal, and local environmental regulations, OSHA safety standards, HIPAA confidentiality requirements, and infection control protocols. Waste hauling vehicles must meet DOT and environmental standards, and the contractor must maintain liability insurance and all required licenses throughout the contract term. The contract is a firm-fixed-price award with a base year running from October 1, 2026, through September 30, 2027, and four one-year option periods extending through September 30, 2031, for a maximum total duration of five years. The Government will evaluate offers on a Lowest Price Technically Acceptable basis, prioritizing price along with past performance, technical capability, subcontracting practices, and proposal completeness. Contractors must register in SAM.gov and hold a valid Unique Entity Identifier, submit monthly, quarterly, semi-annual, or annual invoices electronically through the Treasury’s Invoice Processing Platform (IPP), and include CLIN-level cost breakdowns and their UEI on all invoices. Payments will be made via electronic funds transfer in accordance with prompt payment rules. Contractors must designate a contract manager as the primary point of contact, provide 24-hour emergency contact information, and maintain contingency plans for weather disruptions, equipment failures, or service interruptions.
