Sources Sought Beaver Dam CBOC Succeeding Lease

The U.S. Department of Veterans Affairs is conducting market research to identify potential leased facilities in Beaver Dam, Wisconsin, to replace its existing Community-Based Outpatient Clinic (CBOC) space. This sources-sought notice, issued under GSAR 570.203-2 and 570.402-1(a) and utilizing simplified acquisition procedures, is not a solicitation and does not obligate the government to award a lease. The target facility must be a standalone, single-story building located entirely on the first floor within a defined geographic area in Dodge County, bounded by specific highways and roadways, and zoned for VA healthcare operations. The space must provide approximately 6,313 ANSI/BOMA Office Area (ABOA) square feet, with no adjacency to prohibited uses such as liquor stores, strip clubs, billboards, industrial parks, or residential units, and must be outside a FEMA 100-year flood plain. The facility must meet all federal and local standards for fire safety, ADA accessibility, seismic resilience, physical security, and energy efficiency, and must have full utility service available. Respondents are required to submit detailed site plans, floor plans, zoning documentation, utility statements, and information on property modifications, all via email to a designated VA point of contact by May 5, 2026. The government is particularly interested in properties that could reduce relocation and operational transition costs, including those that minimize downtime and avoid the need to replicate tenant improvements or infrastructure. The preferred lease term is up to 20 years, with a 10-year base period and a 10-year option. While small business, VOSB, or SDVOSB respondents are encouraged to submit a capabilities statement, no formal representations, certifications, or pricing data are requested or required at this stage. The government will not reimburse any costs incurred in preparing responses, and responses do not guarantee future solicitation or award. Any subsequent lease procurement will likely follow a Request for Lease Proposal using a Low-Price Technically Acceptable evaluation approach, but this has not yet been formally determined.
