WRSU – Biohazard Waste Removal Services

The Indian Health Service Whiteriver Service Unit in Whiteriver, Arizona, is seeking a small business contractor to provide comprehensive biohazardous, infectious, trace chemotherapy, and hazardous pharmaceutical waste collection, transportation, and disposal services under a five-year contract with a one-year base period and four option years, totaling up to five years of performance with potential six-month extensions. Services include weekly pickups of infectious waste, four annual disposals of RCRA and non-RCRA hazardous pharmaceutical waste, provision of compliant biohazard barrels and specialized containers for various waste streams, biannual pharmacy formulary characterization, and full labor, equipment, and transportation support. All activities must adhere strictly to federal, state, tribal, EPA, OSHA, DOT, and Arizona Department of Environmental Quality regulations, as well as CDC guidance and IHS local procedures. The contractor must supply containers clearly labeled with the "BIOHAZARD" symbol, ensure transport vehicles are fully enclosed, lockable, sealed against leakage, and properly placarded, while providing unrestricted access for loading and unloading. Compliance with quality standards is monitored through a detailed Quality Assurance Surveillance Plan, with weekly, monthly, and quarterly inspections covering waste segregation, timely pickups, safe handling, proper labeling, regulatory documentation, and staff certification. Failure to meet any standard triggers corrective action, with immediate remediation required for safety or regulatory violations. The contract is a total small business set-aside under NAICS 562112, subject to Simplified Acquisition Procedures, and also incorporates Buy Indian Act priority for Indian Economic Enterprises, requiring self-certification of tribal affiliation and sustained eligibility through the contract term. Proposals must be submitted electronically by the deadline of July 1, 2026, including three separate attachments: a technical proposal detailing past performance, equipment, and key personnel qualifications; a price proposal with completed attachments; and certifications including SAM registration, compliance with FAR clauses such as 52.222-50 on trafficking in persons, 52.222-41 on labor standards, 52.203-17 on whistleblower rights, and 52.212-5 with its deviation, along with required representations.
