Cooling Tower Refurbishment - Three (3) Cells

The Phoenix Area Indian Health Service is seeking a contractor for the refurbishment of three EVAPCO Model ESWB 9-34K12 cooling tower cells at the Fort Yuma Health Center in Winterhaven, California. The scope of work involves the replacement of fill media, fill supports, and eliminator assemblies across all three cells to restore reliable cooling performance. To ensure the medical facility remains operational, the contractor must service the cells sequentially, one at a time. The project requires the use of Original Equipment Manufacturer (OEM) parts or approved equivalents and must be completed within thirty calendar days from the date of award or notice to proceed. This opportunity is set aside for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act. Qualified offerors must provide a capability statement, manufacturer authorization, and evidence of completing at least three similar projects within the last five years, specifically within occupied healthcare environments. Contractors must adhere to strict safety and operational protocols, including lockout/tagout procedures, infection control risk assessment (ICRA) measures, and compliance with Fort Yuma Quechan Indian Tribe Tribal Employment Rights Office (TERO) requirements. Final acceptance is contingent upon a functional completion check and the correction of any deficiencies, with a minimum one-year warranty required for all labor and materials.
