The California National Guard intends to issue an Invitation for Bids to award a single firm-fixed-price contract for non-personal services, to include all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a Combat Rescue Helicopter (CRH) Operational Flight Trainer (OFT) simulator facility at Moffett Air National Guard Base (ANGB), Mountain View, California. The anticipated contract duration will be 400 calendar days after notice to proceed to include inspection and punch list.


There are no additive bid items or option line items included.


The following brand name and sole source requirements apply to this requirement:

  • Best door lock cores – Brand Name Requirement

In accordance with RFO FAR 36.101-4, the following information is provided:
(a)    There are no agency-specific policies or procedures that apply to the definitization of equitable adjustments for change orders under construction contracts.
(b)    No data is available regarding the timely definitization of equitable adjustments for change orders under construction contracts. 


The tentative date for issuing the solicitation is on-or-about 11 September 2026 with a tentative date for a pre-bid conference and site visit on-or-about 02 October 2026.  The date and location will be provided in the formal solicitation.  Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation.


The bid opening date is tentatively planned for on-or-about 27 October 2026.  Actual dates and times will be identified in the solicitation.


The solicitation and any technical and/or engineering data for this solicitation will be distributed using the Contract Opportunities module of the SAM website.  Interested offerors must be registered in the System for Award Management (SAM) website (www.sam.gov).  Once posted, the solicitation's technical/engineering data may locked/secured and would require bidders to request explicit access to the solicitation from the contracting office.  Bidders would also request the data via export-controlled access through the Defense Logistics Agency.  Complete instructions (to include training) are available through the SAM website.  The California National Guard is unable to provide technical assistance with the site.


It is anticipated that electronic submission of bids through the Solicitation module of the Procurement Integrated Enterprise Environment (PIEE) website (https://piee.eb.mil) will be used.  Individuals submitting bids on behalf of their firm are cautioned that they would need to (1) be registered with PIEE and, (2) have access to the Solicitation Module granted by their firm’s Contract Administrator (CAM).  See complete instructions, web-based training, and technical support options that are available on the PIEE website.  The California National Guard cannot provide technical support or assistance, nor can it edit contractor permissions to access the site.
