SOURCES SOUGHT NOTICE
Educational Courseware and Digital Educational Services – Edmentum or Equivalent
The Albuquerque Area Office (AAO), Indian Health Service (IHS), is issuing this Sources Sought Notice for informational and planning purposes only. This notice is not a solicitation, obligation, or commitment by the Government and is intended solely for market research and acquisition planning.
The purpose of this notice is to identify qualified sources capable of meeting the Government's requirement and to assess the availability of Indian Small Business Economic Enterprises (ISBEEs) and other socioeconomic small business concerns.
Purpose
IHS is seeking information from qualified sources capable of providing educational courseware, digital educational services, and related educational support for adolescents enrolled in a Medicaid-funded Behavioral Health Day Treatment Program at New Sunrise Regional Treatment Center (NSRTC).
The Government has identified Edmentum as a potential solution and seeks to determine the availability of Edmentum products through qualified sources and whether equivalent solutions can meet the Government's requirements.

Anticipated Period of Performance: One (1) 12-month base period with four (4) 12-month option periods
The anticipated requirement includes Edmentum Courseware, Exact Path, Credit Recovery, or equivalent solutions capable of providing:
• Academic assessments upon student admission.
• Individualized academic learning plans aligned with educational needs and treatment goals, as appropriate.
• Structured educational instruction and teacher support.
• Student attendance, engagement, academic progress, and course-completion monitoring.
• Credit recovery and support for school reentry and transition planning.
• Coordination with the on-staff teacher and interdisciplinary treatment team, as appropriate.
• Staff training and technical assistance.
Anticipated deliverables include:
• Initial Academic Assessment within five (5) business days of admission.
• Individualized Academic Learning Plan within ten (10) business days of admission.
• Weekly Attendance Reports.
• Monthly Academic Progress and Credit Recovery Reports.
• Educational Discharge Summary upon program completion.
Services must support compliance with applicable CMS and state Medicaid requirements, FERPA, HIPAA, state confidentiality requirements, and applicable Joint Commission and CARF standards. Educational services must remain distinct from Medicaid-reimbursable clinical services.
Instructions for Respondents
Interested parties should submit sufficient information for the Government to assess capability and potential sources. Responses should include:
• Company name, business address, point of contact, telephone number, and email address.
• Unique Entity Identifier (UEI) and confirmation of active SAM.gov registration.
• Business size and applicable socioeconomic status, including ISBEE, SDB, SDVOSB, WOSB, HUBZone, VOSB, or other Small Business designations, as applicable.
• A capability statement describing experience with digital educational courseware, academic assessment, individualized learning, credit recovery, student progress monitoring, educational reporting, training, and technical support.
• Experience supporting adolescent or comparable student populations and meeting applicable student privacy and confidentiality requirements.
• At least two or more recent examples of contracts or projects of similar size and scope.
Respondents capable of providing Edmentum should identify their status as an authorized reseller, partner, distributor, or other authorized provider and identify the Edmentum products and services they can provide.
Respondents proposing an equivalent solution should identify the proposed product or platform and explain how it meets the educational and functional capabilities described in this notice, including any significant differences, implementation requirements, training, and technical support.
Market Research Questions
Respondents should address the following:
1. Can your company satisfy the entire anticipated requirement? If not, identify the portions your company can provide.
2. Can your company provide Edmentum products and services? If so, describe your authorization or relationship with Edmentum. If proposing an equivalent solution, identify the solution and explain how it meets the Government's requirements.
3. Is NAICS 611710 – Educational Support Services appropriate for this requirement? If not, identify the recommended NAICS code and corresponding size standard.
4. Does your company anticipate using subcontractors? If so, identify the anticipated subcontracted services.
5. Are the products or services available through an existing Federal Government contract vehicle? If so, identify the vehicle and contract number.
6. Are there aspects of the requirement that may unnecessarily restrict competition or that should be clarified before issuance of a solicitation?
