The Indian Health Service, Albuquerque Area, is conducting market research under the Buy Indian Act to identify qualified Small Business Indian Firms capable of providing preventive maintenance, repair, and associated support services for the EMS AirFlow Prophylaxis Master dental equipment at the Jicarilla Service Unit in Dulce, New Mexico. This effort is not a solicitation but a request for information to determine the availability of eligible Indian-owned businesses that meet the technical and regulatory requirements for specialized equipment service under NAICS Code 811210. Respondents must certify their eligibility as an Indian Economic Enterprise through the IEE Form, provide a current Unique Entity Identifier registered in SAM.gov, and detail their business size and applicable socioeconomic status, including categories such as Indian Small Business Economic Enterprise, HUBZone, SDVOSB, VOSB, SDB, or WOSB. The contractor will be expected to furnish all labor, tools, materials, parts, and equipment necessary to perform annual preventive maintenance, diagnostics, and repairs, including the provision of a rental or loaner unit during any servicing to ensure uninterrupted patient care. The anticipated contract structure includes a 12-month base period with two optional 12-month extension periods, although no pricing, line items, or contract value details are included at this stage. Responses must include a comprehensive capability statement along with the company website and e-catalog, demonstrating direct experience in repairing and maintaining electronic and precision dental equipment, and any existing Government-Wide Acquisition Contracts, such as GSA, FSS, or VA contracts, must be disclosed. While the place of performance is clearly designated as the Jicarilla Service Unit in Dulce, New Mexico, no specific inspection standards, packaging requirements, payment terms, or contracting officer details are provided, as this remains a pre-solicitation market research notice. All submissions are voluntary and will not result in a binding contract; however, the government will use responses to determine future procurement strategies and to ensure compliance with the Buy Indian Act’s preference for Native American-owned businesses. Offerors are warned that false or misleading certifications regarding eligibility may expose them to criminal liability under federal law, and continuous compliance with IEE criteria is mandatory throughout any potential contract award and performance. The response deadline for submissions is May 8, 2026.
