The U.S. Department of Agriculture’s Agricultural Marketing Service Commodity Procurement Division issued a Sources Sought notice to identify qualified small business contractors interested in supplying bulk potatoes for further processing. This notice is for market research purposes only and does not represent a solicitation or guarantee of a contract award. The focus is on gathering information regarding potential sources capable of fulfilling multiple award indefinite delivery, indefinite quantity contracts to supply various types of potatoes—including traditional bulk potatoes, those for dehydrated products, and sweet potatoes—to processing facilities across multiple U.S. locations. The contract period under consideration covers a 12-month term, with deliveries coordinated on a quarterly purchase order basis and a 90-day window for fulfillment. Interested contractors must be small businesses as defined under NAICS code 311991, “Perishable Prepared Food Manufacturing,” and registered in the System for Award Management (SAM). Additionally, approval as a vendor for the Commodity Procurement Program is required. Respondents are asked to provide detailed company information, socioeconomic status, capacity to supply specified quantities at designated processing sites, and their interest in the contract. The goal of the response process is to assess the feasibility of a set-aside-based procurement approach and to identify firms with the ability to consistently meet delivery and quality requirements according to USDA commodity specifications. Responses are due by December 11, 2018, and will help determine the path forward for procurement in this product area.
