Sources Sought / Market Intelligence: Multi-Projects for Army Reserve Program – Construction Management at Risk (CM@Risk) utilizing Other Transaction Authority (OTA)
Solicitation # W912QR-CMAR-ArmyReserveDevensSheridanPatton
The U.S. Army Corps of Engineers, Louisville District, is conducting a Request for Information to gather market intelligence for three separate military construction and sustainment projects for the Army Reserve program. The government is evaluating a Construction Management at Risk (CM@Risk) delivery strategy executed under Other Transaction Authority (OTA) pursuant to 10 U.S.C. section 2808a. This approach aims to utilize commercial best practices and streamlined delivery models to accelerate schedules and improve cost transparency. The three projects under consideration include a 46,000 square foot Collective Training Enlisted Barracks at Devens Reserve Forces Training Area in Massachusetts with an estimated value of 35 to 45 million dollars, a 19,000 square foot Area Maintenance Support Activity facility at Fort Sheridan in Illinois estimated between 30 and 40 million dollars, and a 1,500 square foot Parachute Drying Tower at Patton USARC in California estimated between 5 and 15 million dollars. The planned acquisition strategy involves a two-phase execution. Phase 1 focuses on preconstruction services, including constructability reviews and value engineering, compensated by a firm-fixed-price fee. Phase 2 transitions the contractor to an at-risk general constructor under a negotiated Guaranteed Maximum Price (GMP) for construction execution. The government is seeking detailed information from industry regarding OTA experience, CMAR capabilities, bonding capacity, and technical expertise in specialized military facilities. Interested firms must submit their responses exclusively via the designated online survey form by October 5, 2026, at 11:00 AM Eastern Time. This RFI is for planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.

FCKY UEPH Barracks CM@Risk
Solicitation # W912QR-CMRISK-Campbell
The U.S. Army Corps of Engineers (USACE) Louisville District has issued a Request for Information (RFI) to conduct market research for the design and construction of two Unaccompanied Enlisted Personnel Housing (UEPH) barracks at Fort Campbell, Kentucky. Each barracks is intended to accommodate 260 personnel, with the total estimated acquisition magnitude valued at approximately $205 million. The government is specifically exploring a Construction Management at Risk (CM@Risk) delivery strategy utilizing Other Transaction Authority (OTA) under 10 U.S.C. § 2808a. This proposed approach involves a two-phase execution plan: a Preconstruction Phase focused on constructability reviews, value engineering, and open-book pricing to establish a Guaranteed Maximum Price (GMP), followed by a Construction Phase where the builder executes the physical construction at risk under that validated GMP. This RFI is for informational purposes only and does not constitute a formal solicitation or request for proposal. The government is seeking industry feedback on various acquisition elements, including evaluation criteria such as past performance, key personnel experience, and fee structures, as well as technical matters like phased bonding approaches and subcontractor risk mitigation. Interested firms are invited to submit company profiles and responses regarding their experience with OTA and innovative construction technologies. Submissions must be sent in PDF format to Mr. Ranzel L. Merideth via email no later than 13 October 2026 at 1200 PM ET. Responses should not exceed 15 pages, excluding standard company brochures or profiles.

The U.S. Army Corps of Engineers, Louisville District, is conducting a Request for Information to gather market intelligence for the construction of a 300 Member Army Reserve Center and an Un-Heated Storage building in Richmond, Virginia. The project involves a facility of approximately 56,678 square feet for the center and 1,217 square feet for the storage building, with an estimated acquisition magnitude between 30 million and 50 million dollars. The government is evaluating a Construction Management at Risk strategy utilizing Other Transaction Authority under 10 U.S.C. section 2808a, which allows for the integration of new and emergent construction technologies to improve mission resilience and reduce costs. The proposed execution plan consists of two phases. In Phase 1, a builder will be onboarded at approximately 90 percent design completion to serve as a consultant, helping the Designer of Record finalize the design to 100 percent for a fixed preconstruction services fee.
